By skipping independent testing, it risks growing gaps between perception and reality. Visitors might feel unsafe or unwelcome in certain routes, especially at night. Cleanliness, signage, lighting or street furniture issues may build up unnoticed, hurting footfall and weakening the BID’s reputation. Levy payers may lose trust if the BID can't clearly demonstrate its impact.
Furthermore, lack of feedback from those who pay levies or visit the area can lead to misaligned investment: the BID may spend time or money on projects that residents or businesses don’t value, or fail to address concerns that matter most. This can decrease engagement, support, or even affect re-ballot outcomes.
